He seems to be someone who is noble because of his attire and headdress. While the Spanish translation of the codex, doesn't say anything about who gets shoes in the Nahuatl, it says that the wise men get the shoes. It talks about in both of them how they can either be narrow or wide. In Spanish it talks about how the color can be yellow, white, dark color, and vermillion red. In the image you can see that the sandals are a red color.
